Penda Kiiyala - Chairman


Since June 2005, Mr Penda Kiiyala has been the Chief Executive Officer of the Road Fund Administration in Namibia, a state-owned enterprise responsible for the collection of the road-user charges to construct, maintain, and rehabilitate the national road network.

Before he joined the Road Fund Administration, Mr Kiiyala was for more than seven years the Director of Development Cooperation in the National Planning Commission, the economic and development planning unit of the Government of the Republic of Namibia.

Mr Kiiyala also worked for Caltex Oil, a multinational oil company owned by Chevron and Texaco that operates consumer and retail oil outlets in Africa, Asia and Pacific. At Caltex Oil, Mr Kiiyala fulfilled the functions of an Assistant to the MD and also as a Retail Manager.

Penda Kiiyala has had business interests in the fishing industry since 1991 (a shareholder and director of Empire Fishing Company that catch and processes pelagic fish) and is a shareholder and current chairman of Telepassport Namibia (an LCR telecommunication company).

He has a B.A. degree in Political Science from Old Dominion University in the USA (1985), an M.A. in International Studies from Reading University in the UK (1989), and an MBA in General and Strategic Management from the Maastricht School of Management in Holland (2004).
